An old man, waiting for his turn to collect dry rations, of course he to walk back to his village, but the weariness isn't from that. Having experienced full blown war several times over, being refugees a hundred times over, and being affected by the fury of nature from tsunami and these floods which have been the worst natural disasters in history. That is why this expression is justifiable.
