Three or four years ago, when I said good bye to the students in my high school, they said that I was very lucky because I could see a “Sea flower” building be finished - which was expected to be a sign of the city. However, until now, it still isn't finished. It is ugly and ridiculous. The state paid more than 18 billion VND but they said they need more money to finish it. In my opinion, if they had used this amount of revenue to give to children or provide some services such as clean water in the village, the city would have been better.
